Contracts Administrator – Kandahar, Afghanistan – TAX FREE
A fantastic opportunity has arisen within a leading North American Defence Contractor company for a committed Contracts Administrator to work on Kandahar Airfield (KAF), Afghanistan.
Life on Kandahar is not as austere as one may think; there are over 25,000 people on the base. The base itself is more like a small town and boasts various dining facilities, gyms, a nightclub, Burger King, Pizza hut, Starbucks, a hockey Rink, wireless internet and libraries etc.
The Contracts Administrator will be responsible for coordinating tenders for service, construction and professional service contracts; coordinating, reviewing and supporting the implementation and administration of contracts; conducting research, analysis and assisting in the management of proposal and quote development of a range of commodities and services needed for logistics and support operations and assist with general office and administrative support.
Specific Accountabilities:
· Assist in processing requests for modifications/amendments to existing contracts
· Background and document research, analysis and collation critical to development of new and amended contract proposals
· Execute and implement contract changes and amendments as directed by the Manager/Director
· Identify and manage contracting needs required by various functional groups
· Act as liaison with operational finance and sourcing departments
· Collaborate with appropriate function leaders and develop contract cost pricing, financial terms and execute the RFP process
· Assist in negotiations regarding contract language, terms, conditions and budgets with external service providers
· Maintain agreements, monitor progress of contracts including financial status (actual versus estimate)
· Monitor, expedite and manage vendor and internal contract performance
· Follow issue escalation and resolution process
· Maintain organization, manage, record and file all contract documentation for ease of identification and access, both hard and soft copy as appropriate
· Deputise for the Contract Manager as required
· Other related duties as assigned by Contracts Manager
Educational and Experience Requirements:
- At least three years experience in a contracting capacity
- Experience in the procurement field with emphasis on evaluating and administering construction and real life support contracts
- Complex Services contract research and analysis background
- Working knowledge of purchasing and contract law, including contract structure, cost pricing, FAR and DFAR regulations.
- Progressive experience working with contract procurement evaluation and award process
- At least STANAG: NATO 2222 in English or equivalent
- Proficient in Microsoft Word, Excel and PowerPoint
- Excellent interpersonal and communication skills
- Ability to work both independently and as part of a multi-functional team
- Knowledge of the principals, methods and techniques used in office administration as well as the production of reports, statistics, tables, graphs and standard operating procedures.
- NATO security clearance to Secret or ability to obtain clearance is required.
