Senior Construction Project Manager - Fuels – Dubai

 

An exciting opportunity has arisen within a leading international Life Support Services company for an experienced Senior Construction Project Manager.

 

The role will be working within the clients Fuels division and the successful candidate will be responsible for managing the Fuels Construction team. The majority of the work carried out by the Fuels Construction team is done in Afghanistan as a result travel into Afghanistan will be required.

 

The Senior Construction Project Manager is the primary lead on all construction tasks for the provision of technical fuels instillations and life support projects.  The position will have a strategic and global outlook given that projects outside of regional Afghanistan are required to be planned, executed and closed out.  This will entail having influence as part of the Strategic Planning team over a +12 month planning timeframe

 

The Senior Construction Project Manager is to ensure that construction or engineering projects are delivered within a predetermined time, cost and quality to the approval of The Client.  In order to achieve this he will be required to manage a multi-disciplined team across all operational areas via disciplined recruitment, training, business management and direction suitable for individual project teams to deliver the projects.

 

The Senior Construction Project Manager will also protect The Company from negative market exposure or financial risk.  He will achieve this by ensuring future business by promoting a professional organization, with successful products within a well balanced self sufficient organization confident of delivering any type or size of task.  The financial risk is the management of contracts to the value of approximately 80 million USD.

 

General duties

·         Review project scope and assist in developing project budgets.

·         Coordinate architect, engineer, and any other construction consultant selection accordingly.

·         Write requests for qualification and requests for proposals.

·         Review and negotiate professional services contracts.

·         Develop and communicate Project Management design guidelines and outline specifications to ensure project compliance.

·         Participate in planning meetings with design professionals.

·         Conduct regular reviews of schematic design drawings, design development drawings and construction documents.

·         Develop timelines and critical path scheduling, including phasing to facilitate ongoing Project Phase activities.

·         Make recommendations in project delivery and contract award designation process.

·         Coordinate selection of general contractors or supplier through an appropriate procurement processes.

·         Review proposals and assist with ranking according to established criteria.

·         Present recommendations to Senior Management or Clients for contract award.

·         Review contracts and agreement documents.

·         Review insurance certificates and insure compliance with local law.

·         Coordinate pre-construction planning with design team, contractors and school principals.

·         Attend construction job site meetings and communicate progress reports.

·         Oversee on-site construction observations and document progress.

·         Provide periodic construction and financial progress reports for administration and The Board.

·         Review payment applications and change order requests and present recommendations.

·         Verify The Engineers recommendation for substantial completion and submit to the Superintendent.

·         Coordinate walk-through inspections for administration of the handover to Fuel operations.

·         Assist in development of snagging / punch lists and oversee successful completion.

·         Coordinate training of specialist Mechanical and Electrical Plant users and maintenance staff on use of other building systems.

·         Coordinate project completion, collection of close-out documents, and processing final payments.

·         Coordinate warranty administration.

·         Assist in financial and estimation assessments to help plan future construction programs.

·         Develop robust training programs for construction department staff.

·         Conduct annual evaluations of construction department staff.

·         Process paperwork required for daily operations of department.

·         Coordinate with other departments to ensure the global needs are being met.

·         Lead by example as the Contract and Engineering specialist for the company with regards to quality and standards.

Core Competencies

·         Must be prepared to travel, and remain away from home for up to 14 weeks at any one time.

·         Must be a self starter and very resourceful.

·         Must be highly motivated to work alone for long hours and in dangerous, working and environmental conditions.

·         Must be capable of working closely for long hours in small teams in dangerous environments.

·         Is to be safety conscious and aware at all times when operating equipment or near equipment, construction sites and around military hardware.

·         Needs to be comfortable working in a changing environment and solutions orientated.  The typical Middle East and African Projects are in disputed regions.  Must be comfortable around weapons and military situations.

·         Innovative solutions are to be derived in order to overcome lack of information, resources and time.

·         Must be sympathetic of their staff when in a challenging terrain.

Essential Skills and Qualifications:

 

Practical Skills

·         Proven decision maker.

·         Proven leader

·         Ability to quickly install site and office filing systems

 

Technical Skills

·         Highly IT literate in P3/P6, MSProject, AutoCAD, Asta, ACONEX, StruCAD, CivilCAD

·         Knowledge of surveying equipment advantageous

·         Knowledge of material sampling and testing advantageous

·         Knowledge of the Project Management Institute or APM principles advantageous.

·         Knowledge of the FIDIC Suite of Contracts and applicable Law Rulings essential.

 

Qualifications

·         Bachelor’s degree required in architecture, construction law, civil engineering, mechanical engineering, construction science or related field with an emphasis on engineering management

·         Professional Accreditation with a recognized body. (ICE, CIOB,IEE, RIBA,PMI…)

Experience

·         10 years post graduate minimum

·         3 Years Middle East experience and appreciation of MENA cultures

23,000 AED per month + an annual PSU Bonus – TAX FREE
